Format: Round-robin - 15 teams divided into four pools. Group A: 1. Great Britain, 2. Hungary, 3. Netherlands, 4.Luxembourg Group B: 1. Poland, 2. Sweden, 3. Romania, 4. Bosnia/Herzegovina, Group C: 1. Belarus, 2. Denmark, 3. Slovenia, 4. Austria Group D: 1. Estonia, 2. Croatia, 3. Bulgaria
Promotion play-offs: Estonia d. Belarus 2-0; Poland d. Great Britain 2-1 Estonia and Poland advance to the World Group II Play-offs in April 2009.
Relegation play-offs: Bosnia/Herzegovina d. Bulgaria 2-1; Austria d. Luxembourg 2-1 Bulgaria and Luxembourg relegated to Europe/Africa Zone Group II in 2010.

Format: Round-robin - 6 nations divided into two pools. Group A: 1. Canada, 2. Puerto Rico, 3. Bahamas. Group B: 1. Paraguay, 2. Colombia, 3. Brazil.
Promotion play-off:Canada d. Paraguay 3-0 Canada advances to the World Group II Play-offs in April 2009.
